The mishnah on 24a lists 13 jobs connected with the second פייס, which it says are the jobs done for the tamid shel shachar. One of them is the cohen who brings the chavitin, the mincha offered morning and evening by the cohen gadol. Rashi says, שקרב עם התמידין בכל יום, the chavitin are always offered with the tamid - and that makes sense, since it is in this mishnah of things done as part of the tamid.
But where do we know that from? All Rashi brings right there is a posuk שנאמר (ויקרא ו) מחציתה בבקר ומחציתה בערב, and I don't understand why that's sufficient; it just means it was done in the morning, not necessarily together with the tamid.
